(CNN) -- A shooting at a house party in Toronto late Monday killed two people and left 23 others wounded, included a 3-year-old child, authorities said Tuesday.

Investigators don't know why one man shot another, precipitating more gunshots, Toronto Police said in a news release Tuesday.

Police arrived on the scene at 10:40 p.m. to find many of the 100 people at the party running and diving for cover, police said.

The two people killed by gunfire were Shyanne Charles, 14, and Joshua Yasay, 23, police said.

"The level of violence is something that we have never experienced and right now we're working very hard to ensure that we provide all the assistance that we can to the people who have been injured," Toronto Police Chief Bill Blair said. "We're working fully to identify the people responsible to get them off the street, to get their guns off the streets and bring them before the courts."

A joint statement by three conservative ministers in Canada's government condemned the "brazen shooting" and called for tougher penalties for serious firearm offenses.

The incident comes six weeks after a mall shooting in the city killed one and injured seven others.

Of the eight casualties in the June shooting at Eaton Centre, seven suffered gunshot wounds. An additional woman was knocked down in the melee and suffered minor injuries.
